The Texas Association for Cosmetic Laser Education and Regulation (TACLER) has been in existence since 2004. The organization has been responsible for the preventing Texas government agencies from shutting down the laser hair removal industry as we know it today. Without the legal and legislative actions taken and borne by this small group of individuals at a cost of hundreds of thousands of dollars to them, certified, trained non-physicians would not be performing laser hair removal without a delegation from a physician. As a result of victories in state district courts and the Texas Legislature, HB 449 was passed in 2009 calling for the regulation of laser hair removal facilities and individuals performing laser hair removal by the Texas Department of State Health Services (DSHS). The agency is expected to publish its final rules related to laser hair removal in July. This site contains several documents that reflect the history of this issue, the proposed DSHS rules and the TACLER response to those proposed rules. It is our hope that you will take the time to look at this site to get a better understanding and an appreciation of what has transpired over the last six years.
